Federated model management for a port infrastructure expansion in Rotterdam

Port infrastructure projects combine the scale and programme complexity of major civil engineering with the multi-discipline coordination challenges of a building project. The Rotterdam expansion included quay wall reconstruction, crane rail installation, utilities rerouting, and a new operations building — each with different design consultants and different coordination requirements.

We were appointed as information manager across the full programme, responsible for the federated coordination environment, information exchange governance, and model quality at each stage gate.

The federated model environment was established across 11 design packages and six contractor packages, with weekly coordination cycles structured around the construction programme rather than a standard design-stage cadence.

Information exchange governance was the critical delivery — a programme of 17 information exchange milestones, each with defined model content, quality criteria, and acceptance procedures. We managed the exchange process, reviewed submissions against the criteria, and issued acceptance or rejection with written feedback within 48 hours.

At construction completion, the federated model reflected the as-built condition across all 17 packages, with a documented evidence trail in the CDE for every information exchange milestone.
