BEP authorship and information management for a new terminal in Riyadh

The Saudi BIM mandate applies to all public infrastructure projects above a defined threshold. For a terminal expansion of this scale, compliance was non-negotiable — but compliance alone was not the brief.

The client's employer information requirements ran to 47 specific requirements across model quality, information exchange, and asset data delivery. Our brief was to author a BEP that traced every EIR requirement to a specific delivery commitment, then manage the information environment through to Stage 4.

The BEP authorship process started with a gap analysis: mapping the contractor's existing BIM capability against the EIR requirements to identify where additional resource or process change was needed.

The information management role through Stage 4 involved running the CDE as the gatekeeper for all model submissions, reviewing each submission against the BEP acceptance criteria before it was shared with the employer.

At Stage 4 gate, every EIR requirement had a documented evidence trail in the CDE, and the information manager sign-off was achieved on first submission.
